LA Times article about the lack of student transfers.
No child left behind is based on free market principles, where students should be able to move to better schools if their school stinks. But most of the good schools, whether suburban campuses or urban magnets are already packed. So the law serves basically to make lawmakers feel better, and has little or no impact on troubled city schools.
That's good stuff.
