Lots of new principals in Philly schools.
While this article specifies Olney, Kensington, and West as the problem schools, there are many others who've had new folks come and go. I know that University City has had at least three new folks in the past five years; Gratz has had a couple of changes as well.
Impossible jobs create high turnover.
Keep in mind yesterday's cult of personality celebration of a Camden principal which should only make you wonder about media coverage of education:
can a single individual challenge massive structural inequalities (as suggested yesterday) or are folks doomed in the face of massive structural inequalities (as suggested today)?
