How about a No Child Left Behind Act that funds school construction? Maybe on a matching basis?
Oh, but that'd probably disproportionately help "those people" who still live in the city.
(unfortunately, rural schools all over the country are in just as bad a condition.)
The one positive thing about new school construction is that it allows districts to at least attempt to create a new school culture. Kids have been setting fires at my old school since the late 1960s. If they build a new West Philly High, and hopefully break up the staff and administrative team, then perhaps you'll see some different results.
