11/20/2004: "Special Ed Funding"
Tricky stuff, attempting to address the needs of special students. Very expensive.
This bill, passing by a landslide, appears to begin that task.
Only 19% of special ed costs are paid by the feds. While that's at least double what they pay generally for education (7-9% of most local budgets come from the feds, depending on the location), it's still not nearly enough to meet various mandates.
