A New York panel makes some astounding recommendations detailed in today's Times.
The state, of couse, wants nothing to do with funding New York City schools. The panel pointed out, however, that the state's computations were so fundamentally flawed that, if corrected, showed the same need that the plaintiffs identified.
Classic confrontation, though, as the state tries to dodge responsibility for a single school district. That there can be no regional solution remains one of the great sticking points in reforming American education. Five and a half billion dollars are needed to help New York chidlren; the city doesn't want to pay any and the state wants the city pay 40%. The courts remain silent...
