Stories like this are the product of all the safe school hysteria. A kid with scissors in her bag is pulled out of class, hand-cuffed, and taken to the police station.

Ten years old.

Tell me this happens in rural and suburban counties. Tell me this isn't what happens when state legislators decide to punish city schools by passing draconian laws with no loopholes.
