06/03/2004: "Schools and Equality"


Been awhile- little distracted here.

Thinking this morning about schools and equity. Suppose you have two schools- both receive the same number of teachers, the same amount of money, the same local support. Let's say that both are in working class neighborhoods where most families work.

The difference: one school is 90% black and the other is 90% white.

If the educational outcomes are different between these two schools, why is that we immediately jump towards racial and cultural explanations? "It's up to the parents" or "some kids can't learn."

I think I see part of my work as a historian of education to begin writing the story of institutional racism within school systems. Even if everything looks the same, there are many non-cultural factors at work:

1. how are teachers assigned?
2. which admins are assigned? Those with juice, or those who do what they're told...
3. how are resources utilized?

It's my job to track these questions over time and see if indeed I can identify something in the school bureaucracies that allows for the continued reproduction of inequality...
