I love this story. Philly, in its quest to save money, decided to close some of the city's rec centers. After a thoroughly embarrassing hearing, where one of the Rec commissioners could only produce a handwritten list of potential closures, they now run into another roadblock.
The National Park Service funded the rehab of a number of centers, some of which the city wants to close. But...if they decide to shut down a center that had been fixed with federal money- that's a no-no.
